I should start proofing my text before posting... and I don't even have the excuse of celebrating the election as I was asleep while all the electoral action was taking place! It was like waking up to see whether Santa brought a lump of coal or a nice present.

It's part of the "Economic Modernization" law that was initiated earlier this year and passed in August to introduce a lot of changes for businesses with a goal of promoting growth, encouraging employment, and lowering prices for consumers. It will take effect January 1, 2009.

Regarding reducing the sales periods, five weeks really does seem long enough, and with the two floating weeks the total amount of sales time is the sale; it's just more flexible now. I'm guessing that stores will appreciate having that sales income spread out more throughout the year instead of in just two big lumps.

The traditional winter and summer sales will now last for five weeks instead of six and will start on the same date throughout France (previously it varied by department), and merchants will have the option of an additional two-week "floating" sale during the year as long as it doesn't fall within a month prior to the regular fixed sales.
"Promotions" are something else and can go on pretty much any time, so if you're lucky you might find what you're looking for at a reduced price outside the sales periods.
